to make part of the salary (£800 to £1,000 inte duty pay, and not to add duty pay.

The late Mr. Lindsey, the Engineer of the

Railway, pointed out that Mr. Winslow would only be entitled

to a pension of £330 a year after 15 years service, and Sir F. D. Lugard then wrote that he was under a misapprehension

as regards pension, and that it was not so important a

matter as he had thought. He did not, however, omit the

words relating to proposed duty pay from the Despatch al- -though he had given up the idea of making part of the salary

duty pay.

The only alteration made in Mr. Winslow's

salary has been the substitution of annual increments of £25

for triennial increment of £100 approved in Viscount

255 Harcourt's Despatch No. 255 of the 22nd. August, 1912. I have

refused several applications for an increase of pay as I

consider the salary sufficient.

I have the honour to be,

Sir,

Your most obedient,

humble servant,
